| Based in Iqaluit, the NCC
Investments Group is a holding company for the Nunavut Construction
(1999) Corporation, NCC Properties Ltd, and NCC Development
Ltd. |

It is owned by all
four of Nunavut's Inuit birthright corporations (Nunasi Corporation,
Kitikmeot Corporation, Sakku Investments, and Qikiqtaaluk Corporation..
These companies are all active participants in the construction
boom currently taking place in the communities of Nunavut.
The Nunavut Construction
Corporation (NCC) was the developer responsible for financing,
constructing, and managing the additional offices and staff
housing that were required by the Government of Nunavut (GN),
to enable the GN to commence operations in April, 1999. |

| NCC was incorporated in 1995. As
a result of a Partnering Arrangement agreed to by the Government
of Canada, Nunavut Tunngavik Incorporated and Nunavut Construction
Corporation NCC was given the task of developing the infrastructure
project for the new Government of Nunavut. |

| The infrastructure projects consisted
of 250 housing units, and ten office Buildings, including the
Legislative Assembly facility. NCC arranged 100% of the financing
through financial institutions in the private sector. NCC began
its work on the infrastructure program in 1997. |

The Corporation constructed office
buildings and staff housing units in each of the 10 communities
designated as decentralized communities by the Government of
Nunavut: (Cape Dorset, Pangnirtung, Pond Inlet, Igloolik, Arviat,
Rankin Inlet, Baker Lake, Kugluktuk Cambridge Bay, Gjoa Haven),
as well as in Iqaluit.
